A Norwegian high school is very different from an American high school. First of all, we don't have high schools in Norway, but upper secondary schools. Each school has three classes: sophtmores, juniors and seniors that are divided into smaller groups (about 20-30 students in each group). "Freshmens", as you call it, will go their last year at secondary school. Every group has their own classroom, which means that the teachers have to go to his class and not the students. In Norway a student will apply for a general education or a vocational studies path. Inside these main paths there are many sub-paths to follow.
